Webber dislocated his shoulder in the 1-0 win over Sheffield Wednesday at the weekend and is expected to be out of action for six weeks.
"It is a great shame because he's been brilliant," said Hornets boss Ray Lewington.
"We're still talking to United but obviously in terms of loans it's a no-goer."
